Refugees
The foundation of a just refugee policy must reflect the core of our nation’s Judaeo—Christian heritage: love for one’s neighbour, and compassion for victims of oppression, persecution and natural disasters.
- In regard to legitimate refugees, some of the high standards demanded of immigration applicants may be waived (with the exception of the loyalty oath) on humanitarian and compassionate grounds.
- Many refugees are unskilled and need extensive training in order to cope and adapt to our culture and find their place in Canada’s economy.
To ensure that help for refugees is channeled properly and their needs are best met, CHP will involve faith-based groups in a sponsorship and training program.
In order to protect the process for legitimate refugees seeking refuge in Canada, we would track, arrest and bring to justice individuals engaged in human smuggling.
CHP Canada will move toward processing refugee claims in the country of origin through its Canadian embassies, where the basis of a refugee’s claims can be properly verified. Crossing illegally into Canada over the Canada/U.S. border is not an acceptable way to gain entry to Canada. The Safe Third Country Agreement between Canada and the U.S. means that—in most cases—a person already living in the U.S. does not qualify as a refugee in Canada.
The CHP will require that all refugee claimants convicted of refugee fraud be disqualified from entering Canada for life.
CHP Canada will limit refugee’s rights to that of a prompt, fair hearing focused on qualifying genuine need cases. There should be no automatic, or presumed right to remain in Canada or to enjoy the right of Canadian citizenship or permanent resident status.
Before being considered eligible to apply for citizenship, able-bodied refugees will be encouraged to volunteer in some area of public service, showing loyalty to Canada and contributing to the country that has provided them refuge. For both immigrants and refugees, citizenship may not be acquired until they have resided in Canada, living peacefully and in obedience to the law for a minimum of five years.
Only Canadian citizens will be permitted to vote in federal elections.
We will balance the needs of refugees genuinely seeking protection with the right of Canadians for the government to provide security and protection from foreign infiltration.
CHP Would Withdraw From the Global Compact on Migration
The Trudeau government signed the United Nations ‘Global Compact for Migration’ committing us to “Develop national short, medium, and long-term policy goals regarding the inclusion of migrants in societies, including on labour market integration, family reunification, education, non-discrimination and health,” in Section 16:c. We have seen the problems in Europe and the United States with uncontrolled migration. Those accepted to Canada must be properly vetted before entering Canada.
Under a CHP government, we would:
- Utilize faith groups to assist in participating in Canadian worldview
- Track, arrest and bring to justice those convicted of human smuggling.
- Institute a lifetime ban for those convicted of refugee fraud.
- Process claims through the Canadian embassy in their own country.
- Withdraw from the Global Compact for Migration
